Open Protocol
Trust
Trust is the open rulebook for this product: source-linked civic data, honest empties, and verified write gates. This project is not the 2010 campaign-finance court case and it is not a PAC.

What This Is
Citizens United is a district-true civic receipt utility. Verified constituents leave dated, countable proof of contact and silence.
Disclaimer: This project is not the 2010 PAC / campaign-finance Supreme Court case. Citizens United here means verified citizens united on goodwill action and debate. Real receipts. Verified voices.
Goodwill Loop
Goodwill debate means giving the other person's real argument a fair test, even when you think it is wrong. Common ground is discovered, not forced. Criticize claims, not people. Unknown is valid. AI is not the record; citizens decide.
Source, then fact: prefer a primary page or dated receipt over word of mouth. Citizens United mind-changes too when the public record updates.
People's Voice is a citizen rating aggregate hosted on the record. Voice is expression, not Civic Power leverage.
Protocol and Ranking
District-true send · on the Wall / answered / ignored · ranking and spam-cap rules frozen in the public repo when set. Counts receipts.
Ranking rules stay public and fixed once set: district-true send · on the Wall / answered / ignored · spam caps. See also Merit and Access.
Voter Verification
Voter Verification callback: practice mode until the live check is configured. Server (not browser) finishes /verify/callback. Match in; boolean voter match + jurisdictions out; no ID images; no resale. watch=hit maps to Verified-hold until ops clears — never a public badge. Markets watch-only; disclose venue on Trust. Voter Verification is in the works.
Match in · yes/no + districts out · no ID image kept · no resale of civic attestation. The check finishes on the server. The browser does not call the result API. The planned result is a yes or no, the district names, and a watch flag.OFAC / sanctions screening posture published when Voter Verification is live. PEP / watch hit = Verified-hold for ops review, never a public badge on House or Wall.
A watch / PEP hit becomes Verified-hold until staff clears it. It is never a public badge on House, Wall, or your profile.
Markets Watch Disclosure
Prediction-market panes on Markets are watch-only and are not trading advice. PredictIt is listed first. Kalshi is listed second. A price is a live read held for at most 60 seconds and is not stored. A missing price stays blank. Quoted last prices never write the Accountability Meter. Each venue stays separate. This page does not place a trade.
Your Data, Your Devices, Your Vote
SoftCache on this device holds prefs only — theme, focus feed, swipe, pins. Login sessions stay on the server. SoftCache never holds your session.
Changing phones or browsers will later ask for an email confirm before the verified seat follows you. That step is not live yet; the rule is already the plan.
As more verified voters join, we keep the compliance work honest for storing that verified set — not a silent side deal.
Discord is the playground for personal chat. Community Discord. The bot points. It does not verify you. This app is for goodwill debate. There are no in-app DMs.
If community data ever sits in a future access deal, citizens vote on how community data is used — open, kitchen-table, and meant to benefit the app and the citizens who verified. A marketplace or broker desk is Later; the vote principle is Trust law now.
Send / Letter Relay
Letters on CitizensUnited.app are public, dated records the office can see. Direct delivery to the office is planned and will open once it is turned on. It is off today, so a letter is not delivered and is not filed.
Debate Bot Model Card
Citizens United Debate Bot · v1.0 · Model claude-haiku-4-5-20251001
Practice making a clear point, spotting common reasoning moves, and repairing the conversation without attacking the person. Structure-only twist against a kitchen-table civic point. Never decide which political side is correct.
Block empty / insult-without-reason. Flag possible structure issues (whataboutism, straw man, scope, …). People settle truth in replies — the bot does not.
Gym stays on practice questions when a live model is not connected. If a live call fails, you see that plainly and the practice questions stay available. The bot does not decide which political side is correct.
Debate Bot labels structure only. Pairer v1 is rules-only.
Merit N
Merit N publishes Gym + letters hosted on the Wall + net-upvote counts when frozen. Standing is only a synonym. Merit never shuts a pantry or civic door.
Merit N freezes Gym completes + letters hosted on the Wall + net upvotes when the instance votes it. Standing is another name for the same public checklist. Ladder lives on /merit.
Charter and Money
Five-year founding operator term; then a fixed inauguration-week election rhythm. Instance costs · capped founder note · operations · co-op surplus waterfall.
Founder note is capped; no uncapped residual on the receipt graph. Public books begin when the entity exists.
Costs, then a capped founder note, then operations, then the co-op. The civic graph is not for sale.
Charter (draft): five-year operator term, then inauguration-week elections. Books stay public when an entity exists.Ledger
- This page does not yet show a live last-refresh table. House posts a notice when clerk session-day records are more than a day behind.
- No production incidents recorded.
- Signed releases and reproducible builds are a year-one Trust goal.
